Tel Aviv Micro-Mobility 2025 Strategic Plan
Commissioned by the Tel Aviv–Yafo Municipality, NSA Hub prepared the city's strategic plan for cycling and micro-mobility — branded “20%25: Bicycles in the Next Generation City.” The plan sets out to transform Tel Aviv–Yafo from a car-dependent city into a leading cycling city, targeting 25% cycling modal share by 2030 and 75% of all urban trips by sustainable modes. NSA Hub designed a holistic hierarchical network — fast separated corridors on main streets for commuting, and traffic-calmed quiet routes through residential neighborhoods — along with Dutch-model intersection design, a central traffic-calming zone, and integration with the city's future metro and LRT systems. Beyond infrastructure, the plan covers everything from education and enforcement to parking strategy, a digital platform for riders, and a phased rollout designed to deliver a continuous, connected network as quickly as possible. The plan was adopted by the municipality and is currently being implemented across the city.
