Tel Aviv Metropolitan 2050 Mass Transit Strategic Plan

Two interconnected government-approved plans for Israel's largest and most complex transit challenge, both led by NSA Hub. The 2016 plan established three metro lines as the permanent backbone of the Tel Aviv Metropolitan transit system — a defining shift for a metropolitan that had depended overwhelmingly on the private car — targeting 3.5–4 million daily riders and 40% public transport modal share by 2040. The 2050 follow-on plan extends the vision for a metropolitan growing toward six million residents: LRT feeders connecting outer communities, a long-distance line along Route 4, and two additional metro radials completing the network's structure. A central finding: the decisive leap in ridership comes from the metro backbone already being built — what remains is reach, coverage, and preparing the network for continued metropolitan growth.
