The 2016 plan established three metro lines as the permanent backbone of the Tel Aviv Metropolitan transit system — a defining shift for a metropolitan that had depended overwhelmingly on the private car — targeting 3.5–4 million daily riders and 40% public transport modal share by 2040. The 2050 follow-on plan extends the vision for a metropolitan growing toward six million residents: LRT feeders connecting outer communities, a long-distance line along Route 4, and two additional metro radials completing the network's structure.
