NSA Hub developed the national guide for economic appraisal of transportation projects, commissioned jointly by the Ministry of Transport and the Ministry of Finance. The guide is the mandatory framework through which every significant transport investment in Israel is evaluated — from highways and rail lines to public transit, cycling infrastructure, and freight. It covers the full spectrum of appraisal: demand forecasting, cost-benefit analysis, environmental and safety impacts, construction and maintenance costs, land use effects, equity and social justice, public health, risk analysis, and project financing. The guide draws on international best practice — aligned with EU and OECD evaluation standards — while adapting the methodology to local conditions. It applies to projects of all scales, from small urban interventions to multi-billion-dollar national infrastructure programs, and is continuously updated as research and modeling capabilities evolve.
