National Strategic Plan for Sustainable Mobility in Urban Areas

A national strategic plan commissioned jointly by the National Economic Council, the Ministry of Transport, the Ministry of Housing, the Planning Administration, and the Land Authority — and prepared by NSA Hub. The plan addresses the root cause of car dependency: urban environments designed without viable alternatives. It establishes national guidelines for building urban fabric around sustainable mobility — walkable street networks, continuous cycling infrastructure, and seamless access to public transport — and applies them across all cities with populations above 10,000. Three development scenarios were modeled, linking urban renewal intensity to mobility outcomes: the central scenario projects cycling at 8% of urban trips, public transport at 27%, and a 14% reduction in private car travel. The plan was published in 2019 and adopted as policy guidance for urban and transport planning nationwide.
