Israel Railways 2040 Strategic Development Plan
NSA Hub prepared the 2040 Strategic Development Plan for the national rail network, commissioned jointly by the Ministry of Transport, the Ministry of Finance, and the national rail operator. The plan restructures the entire rail system into a two-tier service hierarchy: fast national routes connecting the four metropolitan centers at up to 250 km/h with 5–10 minute peak frequencies, and local routes feeding into metropolitan mass transit with high station coverage. The network expands to over 120 stations, placing nearly 60% of the population within 5 km of a rail station, and targets over 300 million annual passengers — five times the 2016 level. In the main inter-city corridors, public transport modal share rises to nearly 50%, with rail alone capturing over 40% of long-distance trips. The plan also integrates a national freight strategy with dedicated corridors and inland port hubs. The base network yields a benefit-cost ratio of 1.8–2.5 and was reviewed by an international expert panel including Louis Berger (UK) and Systra (France).
